MAYOR SHEEHAN
ON HOLIDAY IN
NIJMEGEN, NETHERLANDS


Nijmegan, Netherlands   oldest city in the
Netherlands and sister City to Albany
was nearly destroyed by bombs in WWII.

Albany 403 years old and is in the process
of being destroyed by self induced blight
and destruction of the few prime single
family residential zoned neighborhoods
by a new zoning code called Rezone Albany.

If the Dutch were in charge here,  Albany
would be a shining, clean city and the Hudson
River would not be polluted by tens of
thousands of sewage  dumped by the City of
Albany. The surrounding countryside would 
a neat vegetable/dairy garden.

If Mayor Sheehan were Mayor of Nijmegen
it would be under the sea.

Albany needs more Dutch immigrants
rather than an influx of more poor
unskilled, uneducated, non- English speaking

The Times Union reports that the City
of Albany may sell the 353 acres that
the Jennings administration purchased
with 5.2 million dollars of City property
taxpayer money as a future landfill site
for a fraction of what City taxpayers
paid for the site. This is a smart move?

Obviously a desperate move by the 
Albany Mayor and candidate for
reelection  in the November 7 election
to achieve a balanced 2018 budget for
presentation to the Common Council
by October 1.

The Common Council, which includes
a number of lame duck members as
well as many returning rubber stamp
members, as a result of the September
12 Democratic Primary, must vote to
approve that budget by the end of 
October.

Mayor Sheehan has appointed Sue
Rizzo, who won the September 12
primary for City Auditor, to fill the
current vacancy in that office.

Can Sue Rizzo conduct an unbiased
audit of this proposed move by Mayor
and candidate for reelection Sheehan
and present it before the Common
Council must vote on the Mayor's
2018 City Budget proposal?

The answer is YES.  Sue Rizzo has
a real estate background and was
top vote recipient in the September 12
primary, out polling Mayor Sheehan
by a thousand votes. Sue Rizzo has
no November 7 election opponent
therefore she is City Auditor elect
whereas Mayor Sheehan must win
a contested November 7 election in
order to continue on as Mayor. For
the next four years? In addition,
the City Charter provides that the
City Auditor is accountable to the
voters of the City of Albany. NOT
the Mayor.

The adverse impact of Rezone
Albany on neighborhood residential
integrity, quality of life, home values
the City property tax base in the
prime single family zoned residential
neighborhoods which pay the lion's 
share of property taxes that support
City schools/City government services
is the subject of another audit by the
City Auditor before Albany becomes
Detroit on the Hudson as homeowners
in the prime single family residential
neighborhoods flee the City.

Who, then will support City schools
and City services?

City Auditor Rizzo can, ... conducting
and presenting the above audits prior
to the November 7 election save the
City of Albany.   Yes, she can.

SULLIVAN FOR ALBANY MAYOR.
HOW TO RESTORE THE CITY OF
ALBANY TO FISCAL SOLVENCY

As Mayor I will:

1. Issue an Executive Order Declaring
    that the City of Albany is NOT a
    Sanctuary City and directing the
    Albany Police to cooperate with ICE
 in enforcing U S Immigration Laws.

    This will make Albany a safer place
    and prevent loss of more than 7 million
    dollars in annual federal aid to the City
    of Albany. 

2.  Call on Governor Cuomo to have NYS
     make 15 million dollar annual PILOT
     payments to the City of Albany for the
     Harriman State Office Campus.

     NYS pays a similar PILOT to the City
     for the Empire State Plaza. It is only
     just that the State do the same for the
     Harriman Office Campus.

     Governor Cuomo may not love Mayor
     Sheehan and City Treasurer Shahinfar
     because they backed his primary foe
     Teachout in the last gubernatorial race.

     But, Governor Cuomo loves Albany and
     will do what is just and proper for the
     people and City of Albany. 

     They will show their gratitude next year.


So,  7 million and 15 million adds up to
22 million dollars and restoration of fiscal
solvency for the City of Albany.

However, the City of Albany must reign in
spending , repeal and/or amend the Rezone
Albany provisions relating to  promoting 
mixed use in the prime single family zoned
residential neighborhoods of  wards 4, 7, 8
9,12,13,14 and 15 which pay the lions share
of property taxes that support City schools
and City government services.

The new definition of Religious Institutions 
must be repealed with Houses of Worship
restored as the only other use, beside single
family dwellings, permitted in these single 
family zoned neighborhoods,  along with
the few other permitted uses as allowed in
the former City Zoning Code.

The City Charter should be amended to
abolish the Office of City Auditor and to
make the City  Assessor an elected office
as it was in the O'Connell era.

The State Comptroller should continue
to provide audits of City government and
the City schools.


City schools should be consolidated with
City government, with one tax roll to
finance both, return to a k-8 neighborhood
school system and making the Mayor of
Albany responsible/accountable for the
operation/performance of City schools.

This question should be  appear as a ballot
proposition to be voted upon by city voters.

Mixed use development and/or sale of the
City golf course is opposed because this
is a multi use open space that includes
golf, winter skiing. sledding, walking
and a place for people and their dogs to
enjoy space to exercise with magnificent
views of the Catskills and Helderberg.

In short the City golf course is an asset
for all city residents and contributes to
the quality of life, home values and city 
tax base of the surrounding single family 
zoned neighborhoods

TRASH: PAY AS YOU THROW?
SEWERS: PAY AS YOU GO?

The Sheehan administration is
promoting a pay as you throw
trash fee for City residents.

Meanwhile, huge sewage spills
from the City of Albany are
polluting the Hudson River.

Is  the remedy to be found in
separating sewage from storm
water lines? Or in upgrading the
City sewage treatment plant?
Or both?

In any case, these remedies will
cost lots of money.

What about a pay as you go
solution to finance these upgrades?

City homeowners already pay as
they go. They pay quarterly water/
sewer rates (taxes). For every dollar
of water usage, homeowners pay a
corresponding dollar in sewers fees.
Even if most of the water consumed
is used for watering their lawns and
washing their cars.

Are schools, colleges, universities
hospitals, state-federal office buildings
religious institutions, apartment
buildings, hotels/motels, restaurants
and public housing complexes paying
the same dollar for dollar water-
sewer  fees?

What about the daily surge of  
commuters who come to the City of
Albany daily to work...and to go?

If not, why not?  A full disclosure
audit is in order.  A job for the State
Comptroller's Office.

Treated waste water could be used
in hydro-fracking for natural gas in
the Southern Tier, instead of dumping
it in the Hudson.

Clean natural gas can spur economic
development in Albany and elsewhere
Upstate. Clean energy translating to
needed jobs, as well as contributing
revenues for upgrading  aged urban
water-sewer systems.

Time for politicians at the state and
local levels to get their heads out of
the toilets and take action to upgrade
water-sewer systems in Albany and
along the Hudson-Mohawk-Erie Canal
urban axis.

What if the Mayor and other candidates
contributed what they spend on campaigns
toward closing the City budget gap? 

City property tax payers should demand
that the Mayor produce a balanced 2018
City budget before the September 12
Democratic Primary.

October 1 is when the Mayor submits her
2018 budget to the Common Council.
Last year the Council approved a 2017
City budget with 12.5 million dollar gap.

City property tax payers deserve to know
the details of the 2018 City budget BEFORE
the September 12 Democratic primary.

Voter remorse will result if  home owners
and businesses discover that a hefty property
tax will be announced AFTER the primary 
if they vote to return the incumbent Mayor
Treasurer and Common Council to office
but, by then, it may be too late. 

Show us your balanced budget with no
property tax increases now, Mayor Sheehan.

WHY? THAT IS WHERE THE VOTES ARE!


SHEEHAN,  MCLAUGHLIN and COMMISSO
have been in office for years.

How come they haven't dealt with traffic
pedestrian safety problems all the time
they have been in office?

Sheehan wants to raise funds for another
study. McLaughlin wants to " educate" dumb
ass drivers and pedestrians  how to utilize
traffic lights and crosswalks

At the same time Sheehan rams through
her REZONE ALBANY zoning changes
with the vote of her 12 rubber stramps
on the Common Council, including the
Common Council Members who are
supposed to represent Wards 8, 9, 10
12, 13 and 14.

REZONE ALBANY will spur a rush
of development which will destroy the
residential integrity, quality of life, homes
values and City property tax base that
supports City schools and City government
services, adversely impacting every City
resident.  Traffic/pedestrian safety issues
will only get worse!

Councilman Robinson , Common Council
President candidate, gets beat up in Council
caucus, called an "angry black man" for
wanting the Council to Vote on his Resolution
for a Moratorium on Rezone Albany until
January 2018, when the Mayor and Common
Council Members who are elected in the
November General Election are seated.

Current Council President Carolyn McLaughlin
leads the attack on Robinson. Is she really a
mayoral candidate or just a shill for Sheehan
to split the anti Sheehan primary vote?

Council Member Conti slyly cons Robinson
into withdrawing the Resolution and resubmitting
an amendment to th effective date of Rezone
Albany to January 2018. That amendment would
die in Committee and never make it to the floor
for a vote of the full Council. Clever dodge by
Conti!

This avoids the other Council Members having
to cast a vote on the Robinson REZONE ALBANY
Moratorium Resolution.

9th Ward Council Member Judy Deshante a
Sheehan ally and wife of former City Court
Judge Keefe, admits that passage of the Resolution
would harm development plans already in progress
in Uptown single family neighborhoods as a result
of the June 1st effective date.

What development plans? Where? By whom?

Why haven't these development plans been
made known to residents of the uptown single
family residential neighborhoods?

Oh, after the Democratic Primary September 12?
OK? Really?

Is it any wonder that 4 sale signs outnumber
political candidate lawn signs in uptown Albany?

Voters that can, have another vision of Albany -
in the rear view mirror!

RESTORE ALBANY TO
FISCAL  SOLVENCY

SCHOOLS WITH CITY
GOVERNMENT

Consolidate City schools with
City government, create one
property tax roll to finance both
return to neighborhood k-8
schools, make the mayor responsible
accountable for operation/performance
of Albany City Schools.

The City of Albany is at the brink
of fiscal insolvency. The 2017 City
budget was passed by the Albany
Common Council with a 12.5 million
gap, which was closed by a one time
grant of 12.5 million dollars in state aid
this year arranged by Governor Cuomo.

However, because the Mayor and
Common Council have declared
Albany to be a Sanctuary City
The City of Albany will loose 7
million , or more, dollars annual
federal aid. 

The Albany City School District
has a  $224 million annual budget and
in 2015 pushed through a $ 200 million
dollar bond act for a complete renovation
and expansion of Albany High School.
In 2016 another referendum was approved
to acquire and add a 4th middle school.
Work begins on both measures this year.

Albany city schools have a 50 percent
drop out rate. Not a good return for
crushing property taxes imposed on
home owners and small businesses  in
the City.

The school district population has
grown because of the thousands of
refugees settled in Albany as a result
of, policies of former President Obama
with the support of Congressman Tonko.

The School District is converting the
former North Albany K-8 neighborhood
school to a special school for non-English
speaking arrivals.

The Albany City schools are sure to
face fiscal shortfalls in future years
resulting in huge increases in property
taxes.

School property taxes account for 2/3 of
 high property tax burden paid by home
owners and small businesses in the City
of Albany.

A bill shifting school board elections from
November to May was passed by the State
Legislature this session and before the
Governor for signature.

Governor Cuomo, a great proponent of
consolidation as a means of achieving
fiscal  solvency, should veto this bill.
Governor Cuomo called the State Legislature
back to Albany this week ,for a special session
to extend mayoral control of NYC schools
for another two years.

should sponsor, introduce and push the requisite
legislation  to passage in the 2018 session.

The Consolidation Question should appear
on the November 7, 2017 General Election
ballot to be voted upon by Albany city voters.

Do you suppose Kathy Sheehan will
explain why her Rezone Albany Zoning
Code which she rammed through the
Common Council, May 15, with the vote
of her 12 rubber stamp Council elves
rezoned the present Mater Christi
Rectory and adjacent green space
commercial and why the SW Corner
Whitehall/New Scotland green space
across from the Stewart's shop was
rezoned commercial rather than being
dedicated as the proposed Dan O'Connell
Memorial Pocket Park? 

And why she has done nothing to
strictly enforce speed limits, no
passing on right, reckless driving 
running red lights/stop signs and
other V&T laws on New Scotland
Avenue, Buckingham Drive, Whitehall
Rd, Krum Kill Rd, South Manning
Blvd and tributary neighborhood streets?

All this, and more, which erodes the
neighborhood residential integrity
quality of life, home values, and City
property tax base and support for
city schools/city government services
in an already fiscally insolvent city.

The Sheehan City Hall On The Road

ON THE HUDSON?

The 2017 Albany City
elections will determine
if Albany becomes Detroit
on The Hudson.

Four years of the Sheehan
administration have resulted
in  fiscal insolvency for the
City of Albany.

Governor Cuomo included
a 12.5 million dollar bailout
to close the 12.5 million dollar
hole in the 2017 City budget.

Mayor Sheehan showed her
gratitude by immediately
demanding a similar state
bailout next year.

She knows the Governor faces
a tough primary in 2018 and
may provide a similar bailout
then.

But what happens thereafter
whether or not the Governor
wins another 4 year term?

Regardless, insolvency still
looms over the City because
of Mayor Sheehan and the
Common Council policy
declaring Albany to be a
Sanctuary City,

As a result the City of Albany
stands to lose millions of dollars
in federal aid annually.

Add to this the failed moves of
the Mayor and Common
Council  including (1) 2 million
dollars wasted on red light
traffic camera installations
(2)  enactment of a trash tax
(3) failure to sell the Palace
Theater to a private sector
buyer and (4) promoting
Rezone Albany which will
destroy neighborhood
residential integrity, quality
of life, home values and the
city property tax base in
currently zoned R-1B single
family zoned districts which
pay the lion's share of property
taxes that support City schools
and City services. 

What can Albany City voters
do?

1. Insist that the Common
Council table the Rezone
Albany Ordinance No. 26.31.17           
and map until 2018.

President Trump should
shift focus to rapid military
buildup, securing the border
enforcing existing immigration
law and stimulating the economy
through corporate and personal
tax cuts.

Security and a strong economy
go hand in hand.

Reduce the size of the federal
government from within,
reduce funding of programs 
and eliminate 
burdensome regulations that
hinder economic development.

To do this requires cleaning
house and staffing federal
agencies with  like minded
executives and staff.

No new debt caused by a huge
infrastructure spending plan.
Let the states find ways to
finance infrastructure, medicaid
welfare, education and their
rotting cities.

See how long sanctuary cities
will last.

Take an end run around
the Democratic and GOP
insiders who are obstructing
your delivering on election
promises made to the people.
